I have a ATI Mobility 7500 Radeon in a Sony Vaio notebook. XFree 4.3.0 from ports includes DRI and XV. I run FreeBSD-current on the notebook, so I'm not sure of the state of DRI kernel module for FreeBSD-4. Try installing the XFree86-4 port. I'm running the XFree86-4 (cvsup:ed earlier this week).
